PhotoCQA Services, Inc. provides specialized third party construction quality assurance services to waste management facility Photoowners and contractors requiring field observation and construction certification of municipal, residual, construction / demolition and hazardous waste management facilities. These complete services encompass field and laboratory observation and testing of all soil, geosynthetic and piping components of composite liner systems employed in solid waste landfills along with surveying and consulting engineering services as may be required during construction of such facilities. CQA can then provide the final certification of the construction in accordance with the project specifications and state regulations including as-built survey drawings, photographs, laboratory and field soil test results, laboratory geosynthetic conformance and welded seam test results, and all associated documentation.

PhotoCQA Services, Inc. is formed by combining the in-house staffs, soils / geosynthetics laboratories and resources of Martin and Martin, Inc., Consulting Civil Engineers of Chambersburg, Pennsylvania; Cumberland Geoscience Consultants (A Division of Duffield Associates) of Carlisle, Pennsylvania; and Duffield Associates, Inc., Consultants in the Geosciences of Wilmington, Delaware. Photo Accordingly, CQA personnel include engineers and technicians with extensive experience in the design, permitting, construction and certification of solid waste management facilities that exceeds minimum experience criteria established in this regard by the USEPA, NICET, GCI and the geosynthetics industry. We provide a unique combination of complete in-house services to our clients by blending our engineering expertise in design, permitting and construction with our in-house laboratory testing capabilities and field testing, field observation and surveying experience, particularly in the area of geosynthetics, that are rarely offered in total within the engineering community in North America.

PhotoOur in-house laboratory testing capabilities with respect to soils, concrete and geosynthetics are summarized on the Photoattached laboratory test schedules. Our soils and concrete laboratories in both Carlisle, PA and Wilmington, DE have been certified by AASHTO, and we are Registered Professional Engineers in the states of Alabama, Connecticut, Delaware, Georgia, Florida, Louisiana, Maine, Maryland, Massachusetts, Mississippi, Missouri, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, South Carolina, Virginia, and West Virginia. We also participate in the AASHTO Materials Reference Laboratory Proficiency Sample Program.

PhotoWe worked closely with the Geosynthetic Research Institute (GRI) at Drexel University while establishing our Photogeosynthetics laboratory eleven years ago. We are continuing to expand our geosynthetics testing capabilities beyond those tests outlined on our test schedule, and are planning to construct the necessary equipment to conduct geonet transmissivity and geotextile fabric permittivity as our next additions. We are considering application for certification of our geosynthetics laboratory through the Geosynthetics Accreditation Institute (GAI) division of GRI.

PhotoWe are members of the American Society for Testing and Materials (ASTM), and active voting participants within ASTM Subcommittee D35 on Geosynthetics which is developing standard test methods for geosynthetics testing including research efforts and voluntary round robin testing in this regard. We have participated in the PhotoASTM round robin for interface direct shear testing of soils / geosynthetics and geosynthetics / geosynthetics interfaces. Our geosynthetics laboratory provides same day geomembrane bonded seam peel/shear results and normal conformance test results within 24 to 48 hours following receipt of the test specimens. Other results are provided as quickly as possible within time frames established by the testing procedures.

Our field technicians have participated in the NICET (National Institute for Certification in Engineering Technologies) testing program for certification of field inspectors for the installation of geosynthetic materials with most having achieved Level II or Level III status. We have been members of the NICET advisory committee of manufacturers, installers, consultants and regulators with regard to these certification examinations for geosynthetics inspectors. However, starting in 2006, this certification program is now governed by the Geosynthetic Institute (GCI-ICP) at Drexel University in Philadelphia, PA. Many of our technicians have already been re-certified by the GCI under this new program in 2007, and are currently certified for both Geosynthetics and Compacted Clay Liner Construction Quality Assurance.

Through this experience, we are quite familiar with the typical requirements of most regulatory entities and geosynthetic installers both in the permitting and construction processes.
